Ex-Fla. Gov. Crist tweets he's joining Democrats

(AP) ? Former Florida Gov. Charlie Crist, who was elected as the state's chief executive as a Republican and then ran for the U.S. Senate as an independent, announced on Twitter on Friday night that he's switching to the Democratic Party.

Crist sent out a Tweet that said, "Proud and honored to join the Democratic Party in the home of President (at)Barack Obama!"

The Tweet included a photo of a smiling Crist and an unidentified woman as he held up a Florida voter registration application. The Tampa Bay Times reports that Crist signed the papers changing his affiliation from independent to Democrat at a Christmas reception at The White House.

A message left for Crist wasn't immediately returned Friday night.

Crist was elected Florida governor in 2006 while in the GOP. As he moved to run for the U.S. Senate in 2010, he faced a tough primary challenge from the right and bolted the GOP to run as an independent. He lost a three-way Senate contest in 2010 to Republican Marco Rubio.

Crist spoke at the Democratic National Convention in Charlotte that nominated President Barack Obama for a second term. Crist, 56, is also viewed as a potential Democratic challenger to Republican Gov. Rick Scott in 2014.

Talks between Congo and rebels to begin in Uganda

KAMPALA, Uganda (AP) ? A spokesman for the Ugandan government says peace talks between the Congolese government and M23 rebels will begin in the Ugandan capital Friday.

Fred Opolot said Thursday that delegations from the Congolese government and the rebels will hold preliminary meetings in Kampala to draft the "ground rules and working framework for subsequent meetings."

The delegations will also agree Friday on the composition of observers to the talks.

Although Ugandan military officials have been accused in a U.N. report of supporting M23, the East African country is mediating the talks between Congo and the rebels, who have withdrawn from the eastern provincial capital of Goma in keeping with the demands of regional leaders.

The rebels are widely believed to be backed by Rwanda, which denies the charge.

Despite economic strides, two-thirds of Latin America averaged in the bottom half of the 2012 Transparency International corruption rankings. Countries like Brazil, however, offer some hope.

Latin American economies may have weathered the global recession better than most, reduced poverty, and grown the middle class, but across most of the region corruption remains as entrenched as ever.

That?s the message of Transparency International?s latest Corruption Perception Index. This year, two-thirds of the region?s 32 countries fall in the bottom half of the list, among the world?s most corrupt nations.

?What caught my attention the most was how in Latin America, the good economic news has not translated into an improved quality of life for the majority of Latin Americans,? says Alejandro Salas, Americas director with Transparency International. ?Corruption is a central element that continues to affect us.?

Venezuela and Haiti ranked lowest in the region: tying for No. 165 out of 176 countries total. Chile ranked highest at No. 20, one slot below the United States (The index assigns a score to each country on a scale from 0 to 100, or from highly corrupt to very clean. Venezuela earned a score of 19, for example, versus Chile?s 72.)

Mexico ? Latin America?s second-largest economy behind Brazil ? tied for the No. 105 spot with a score of 34, along with Bolivia, Algeria, Gambia, the Philippines, Mali, Kosovo, and Armenia.

Brazil a bright spot

Brazil, ranked at No. 69 with a score of 43, offers a bright spot this year for the region?and a potential example to follow, Mr. Salas says.

The country has recently given corruption a one-two punch by punishing corrupt officials and instituting numerous reforms to increase transparency and reduce graft.
?
A series of trials dealing with the mensalao scandal???a vote-buying scheme using public funds ??has resulted in a judge sentencing more than 20 high-ranking public officials, many with jail time. This is a major success in a country where a former president could be booted for corruption only to enjoy political reincarnation as a senator a decade later.
?
At the same time, Brazil has advanced reforms including a freedom of information law and a law known as the Clean Bill of Record, which prohibits people who have pending legal cases from running for office. When the clean bill law went into effect, several dozen officials were barred from competing again in elections.
?
Mexico has instituted numerous transparency and anti-corruption reforms over the past decade, while Peru managed to put a corrupt former president, Alberto Fujimori, behind bars.

Yet both Mexico and Peru remain troubled by high levels of corruption.

What is needed is simultaneous actions of increasing transparency and punishing wrongdoing , says Salas.
?
?Brazil is doing both,? Salas says. ?It may be early to celebrate but the country is creating hope.?

LeBlanc has covered Canadian music for five decades. He was Canadian bureau chief of Billboard magazine (1991-2007), the Canadian editor of Record World (1970-1980) and the co-founder of the late Canadian music trade, The Record (1981-1991). He is currently senior writer of the weekly American entertainment trade CelebrityAccess, overseeing the authoritative profile series, "In The Hot Seat." He also serves on the board of the Mariposa Folk Festival.

"Throughout his career, Larry has been instrumental in raising awareness of the Canadian music scene and Canadian artists," said Melanie Berry, President & CEO, CARAS/The JUNO Awards. "His keen ear for great music and his passion for journalism have helped cultivate this country's thriving music industry."

LeBlanc began his career in music in the early '60s writing primarily on Canadian music artists for the Ajax News Advertiser, RPM Music Weekly, Canadian Teen, Teen Weekly, Hit Parader, and the Toronto Telegram.

"My first interview was with Ronnie Hawkins in the lobby of Le Coq D'Or club in downtown Toronto," he recalls.

LeBlanc has written for such international publications as Rolling Stone, Melody Maker, Crawdaddy, Zoo World, Circus, Guitar Player, and Zigzag, as well as the Muntz Tape Guide, Maclean's, and the Toronto Star. He has also been quoted on music-related issues in hundreds of publications, including Time, Forbes, the London Times, and the New York Times.

An accomplished broadcaster, LeBlanc has hosted radio shows on Q107, CKFM, and CJCL in Toronto, and worked extensively at CBC Radio, including time spent as a music producer for the "Morningside" and "Dayshift" shows.

Body Image: Do You Hate Your Feet Enough to Get Plastic Surgery ...

Do you love your feet? I?ll be honest, I don?t exactly have a love affair with my toes, but you know what? I?m OK that I?ll never be a foot model. And hey, there are a lot more important things to worry about in life than, well, feet quirks. However, it seems that foot frustrations are top of mind for a lot of people these days.

When it comes to body image issues, you may not think that feet could cause so much angst, but for some, they really do?so much so that they opt for invasive foot surgery to correct the look of their feet. The number of cosmetic surgery on feet have actually increased in the last year, reports CBS.

The most popular procedures include shortening toes, adding collagen to heels and even removing pinky toes (in order to fit into super-high stilettos). Ouch!

Many experts warn against such cosmetic procedures and recommend surgery on feet only when something is medically necessary, but many more surgeons are willing to sculpt and shape feet into works of art.

Is it just me, or is this a little a sad? Everyone?s feet are unique, and who cares if your toes are a little quirky, right?

Digital rights groups blast Dutch computer plan

AMSTERDAM (AP) ? Digital rights groups have called on the Dutch justice minister to retract a proposal that would give the country's police the right to break into computers, including foreign citizens' computers, to combat cybercrime.

Minister Ivo Opstelten says investigators have the right to install Internet taps with court permission, citing the need to fight online pedophiles. That sometimes requires breaking into computers.

But a coalition of rights groups ? including the Electronic Frontier Foundation and the Netherlands' Bits of Freedom ? say other countries will likely follow suit and then attempt to enforce their own laws abroad.

The coalition said "these local laws would not solely address cybercrime, but also issues deemed illegal in other countries, such as blasphemy and political criticism."

The Dutch parliament debates the proposal this week.

Not everyone in the Dexter viewer-verse shared Alex?s notion that Hannah McKay just might survive Season 7. Commenter fenngibbon thinks the scorching plant whisperer is toast because she seems headed for a showdown with Deb?and no one, not even Dexter?s biological brother, threatens Deb and gets away with it. OedipussyRex takes an even harsher line:

?Hannah's not surviving the season,? he writes flatly. ?She's been systematically manipulating Dexter ? getting him to put aside his ?Dark Rider? and code.? Oedipussy thinks Hannah will ask or try to provoke Dexter into eliminating the one witness who might still put her in jail?Arlene Shram?and that Dexter will destroy her when he understands how deftly he?s been played. ?Likely the realization will come as the knife is being held over a Saran-wrapped Arlene,? he adds.

Then, over at Vulture, Slate TV Club alum Richard Rys repeats, ?Hannah seems destined for a bad ending.? That the couple has already traded ?I love yous? strikes him as a black omen: Could Hannah?s downfall be a plot device that accomplishes the goal of ?sending Dexter over the edge,? thus setting the stage for a ?very ugly? close to the series next year? ? ?

I?m not so sure. To fenngibbon?s point, the people who menace Hannah McKay hardly fare better than those who squeeze Deb, especially now that Dexter has allowed his own protective impulses to supplant Harry?s rules. And would the show truly give Season 7 the exact same arc it created for Season 1?with Dexter being lured away from the code by a magnetic but sinister arrival, only to be brought to his senses when his sister?s life is on the line?

Maybe I?m bamboozled by her charms, but as the Hannah McKay PR campaign that has been the past few episodes unfurls, I get the sense that she does actually care for Dexter?even love him. Preyed on by Clint and Yurg, harassed by Deb, she?s become more like one of her vulnerable hothouse flowers than a poison thorn. I?d be surprised to see the show shunt her into the irredeemable-villain-who-must-be-slain-no-matter-how-much-it-sucks-for-Dexter box. But who knows? Commenter Josh Miller makes the intriguing point that Dexter may not have killed Clint ?solely for Hannah?s benefit. Clint threatened Harrison. In the past, threatening the family (Cody and Astor) was enough to get the dark passenger?s attention.? If the Papa McKay hit doesn?t represent a huge departure from the traditional Dexter MO, then maybe Hannah should be worried. On the other hand, Slate reader Good Eric thinks ?Hannah will sacrifice herself in some way, rather than Dexter having to take her out.? It?s all very murky, which is great news for a series as ambivalent about its lead players as Dexter.

But guess what exactly no one who watches this show is ambivalent about! The annoyingness of the Quinn subplot. ?Quinn plot line needs to die. I'm not sure if Quinn needs to die, but he should go away,? gripes Miller. ?How many times now has Quinn made Batista an unwilling accomplice? Will the Miami PD ever solve more crimes than they commit?? sighs?Zap2It?s Drusilla Moorhouse. Viewers showed a bit more love for Tom Matthews and Maria LaGuerta, who enjoy a prickly chemistry and get to lob some delicious zingers at each other while circling a target neither seems particularly eager to catch. Rys thinks the two have ?leapfrogged Dexter and Hannah to become the show?s best odd couple.?

Most out-of-left-field-but-oddly-trenchant observation goes to Cassandra Berube at the Baltimore Sun, who is confused about why Jamie, Harrison?s nanny, never wears any clothes.

Best forehead slap goes to commenter Wheelersucks, who wonders what will happen when the Phantom Arsonist regains consciousness and ?blabs about being wrapped up in plastic by some guy, Bay Harbor Butcher style.? Hopefully Debra has some refills left on that Xanax.?

Declining air pollution levels continue to improve life expectancy in U.S.

ScienceDaily (Dec. 3, 2012) ? A new study led by researchers at Harvard School of Public Health (HSPH) has found an association between reductions in fine particulate matter and improved life expectancy in 545 counties in the U.S. from 2000 to 2007. It is the largest study to date to find beneficial effects to public health of continuing to reduce air pollution levels in the U.S.

The study appears in the December 3, 2012 online edition of the journal Epidemiology.

"Despite the fact that the U.S. population as a whole is exposed to much lower levels of air pollution than 30 years ago -- because of great strides made to reduce people's exposure -- it appears that further reductions in air pollution levels would continue to benefit public health," said lead author Andrew Correia, a PhD candidate in the Department of Biostatistics at HSPH.

The study looked at the effects on health of fine particulate matter, small particles of 2.5 micrometers or less in diameter -- referred to as PM2.5. Numerous studies have shown associations between acute and chronic exposure to fine particle air pollution and cardiopulmonary disease and mortality. Studies have also shown that reductions in air pollution are associated with reductions in adverse health effects and improved life expectancy. Air pollution has been declining steadily in the U.S. since 1980, but the rate has slowed in the years since 2000. The HSPH researchers wanted to know whether the relatively smaller decreases in PM2.5 levels since 2000 are still improving life expectancy.

Controlling for socioeconomic status, smoking prevalence, and demographic characteristics, the results showed that a decrease of 10 micrograms per cubic meter (10 ?g/m3 ) in the concentration of PM2.5 during the period 2000 to 2007 was associated with an average increase in life expectancy of 0.35 years in 545 U.S. counties.

The research expanded on a 2009 study published in the New England Journal of Medicine by some of the same authors (Pope, Ezzati, and Dockery) that found that reduced air pollution was associated with increased life expectancy in 211 urban counties. This new study looked at more recent data, more than two-and-a-half times as many counties, and included both rural and urban areas. The findings showed that there's a stronger association between declining air pollution and increased life expectancy in more urban, densely populated areas than in rural areas. The results also suggested that reduced levels of air pollution may be more beneficial to women than to men.

As to why there was a stronger association between reductions in fine particulate matter and improvements in life expectancy in urban areas, the researchers speculated that the composition of the particulates there may be different from that in rural areas.

"Since the 1970s, enactment of increasingly stringent air quality controls has led to improvements in ambient air quality in the United States at costs that the U.S. Environ?mental Protection Agency has estimated as high as $25 billion per year. However, the extent to which more recent regulatory actions have benefited public health remains in question. This study provides strong and compelling evidence that continuing to reduce ambient levels of PM2.5 prolongs life," said senior author Francesca Dominici, professor of biostatistics at HSPH.

Pope joins tweeting masses with Pontifex handle

VATICAN CITY (AP) -- Benedict XVI, the pope known for his hefty volumes of theology, is now trying brevity ? spreading the faith through his own Twitter account.

The pontiff will tweet in eight languages starting Dec. 12 using his personal handle (at)Pontifex, responding live to questions about faith during his weekly general audience, the Vatican said Monday.

Within six hours of the Vatican's announcement, Benedict had already garnered nearly 150,000 followers on the English version of (at)Pontifex alone, with thousands more following him in the eight other language accounts.

All that, and he hadn't even sent a single tweet.

He may never hit 1 billion faithful that the Catholic Church counts around the globe, but he's odds-on to get 1 million followers by the end of the year, British bookmakers Ladbrokes said.

The pope sent his first tweet last year from a generic Vatican account to launch the Holy See's news information portal, part of efforts to increase the church presence in social media and spread the faith. A personal Twitter account for the 85-year-old Benedict has been the subject of intense speculation ever since; Monday's news conference was packed, a strong indication of the interest it has generated.

Greg Burke, the Vatican's communications adviser, said the handle (at)Pontifex was chosen because it not only means pope in Latin, but also bridge-builder, suggesting unity. How often will the pope tweet? "As often as he wants," Burke said, adding that he hoped the tweeting would be frequent.

While the pope will push the button himself on Dec. 12, subsequent tweets will be sent by someone in the Vatican's secretariat of state. They will, however, all be approved by the pope, officials said.

"It's always going to have his engagement and his approval," said Monsignor Paul Tighe, the No. 2 in the Vatican's social communications office. "Not physically, but from his mind."

Questions for the inaugural papal tweet can be submitted to (hash)askpontifex, and the pope will likely respond to three to five of those sent from around the world, Burke said. Subsequent tweets are expected to remain spiritual in nature, taken from his teachings or homilies.

By late Monday, many of the questions sent in were jokes and criticism, including of the church sex abuse scandal ? Twitter spam that the pope will likely never see.

Currently a host of Twitter accounts use the pope's name, purporting to be his personal account. The (at)Pontifex account, however, is certified as the only official papal Twitter feed, Tighe said. No special security arrangements have been taken to prevent the account from being hacked.

Burke said Twitter has many celebrity clients. "They seem to be able to take care of them. We assume they'll be able to take care of us as well."

Twitter spokeswoman Rachael Horowitz declined to comment on whether the strong interest in the launch of the pope's handle would break any records, saying Twitter doesn't track such data of individual account followers.

But she noted in an email that religious content on Twitter "punches above its weight" in terms of interest and engagement. Religious leaders, for example, get one retweet for every 500 followers, whereas a musician gets one for every 30,000 followers.

Papal tweets will be sent simultaneously in English, French, Spanish, Portuguese, Italian, German, Polish and Arabic. Monsignor Claudio Maria Celli, the president of the Vatican's social communications office, said he hoped to add Chinese.

He stressed that the papal tweets aren't to be considered infallible teachings, merely "pearls of wisdom" in the pope's own words.

The Vatican has been increasing its presence in social media, using YouTube channels and Facebook pages for special events and Twitter to engage believers and nonbelievers alike, particularly the young.

The Vatican decided against using a personal Facebook page for the pope because they thought it was too personal an interaction and would require more manpower to keep updated.

An Education in Classlessness | Economics reference cell ...

Economics : Of all the people in the city of New York who should be reluctant to charge someone else with elitism, the city's richest man has to be on the top of the list. But irony has never been one of the mayor's strong suits, so there he was?the other day?with a verbal assault on Bill Perkins for, of all things, having the temerity of being a vocal critic of charters, despite having gone to the "tony" Collegiate School for his own high school education.

Here's the NY Post's (natch) account: "The Post's Dave Seifman forward some pretty choice quotes from Mayor Bloomberg going off on state Sen. Bill Perkins, a major opponent of charter schools, on his weekly WOR radio show this morning. Bloomberg jabs at the pol for attending "elite private schools" and says he's been "violently" against choice for parents."

Now's not the right time to interject a tired pot and kettle analogy, but it does take a certain amount of chutzpah to attack Perkins when the mayor probably hadn't set foot inside a public school-his kids went elsewhere obviously-until he was elected mayor. And the same goes for Chancellor Klein who, along with Bloomberg, brought absolutely zero knowledge of public education to the job?when he was elevated to his supreme commander post. And this from a man who spends all of his weekends in Bermuda!

But what's even more egregious in our view is the mayor's failure to see with any clarity what?the charter phenomenon says about his own educational effort-a point that we have already made before. Here's the Post again: "Bill Perkins is a guy who went to elite private schools, and he represents a district where most people can?t afford elite private schools, and charter schools are their opportunity to get their kids a great education," said Bloomberg. "I think the numbers are something - there?s 10,000 places this year - more places for charter schools, and there?s something like 50 or 60,000 applicants for the 10,000 places."

Now, after eight years of so-called reform-along with reams of flack touting miraculous advance-we have stampedes in poor neighborhoods to flee the public school system as fast as possible. The Post's Seifman continues to spotlight the mayor's views in a follow up story: "Bloomberg argued that charter schools promote competition, which is one reason public schools in the city are improving. "Competition is great for everybody, and it's one of those things we want to encourage, and Perkins has been violently against it, while the educators and the public and the parents want more of [it]," the mayor said."

If the Harlem clamor for choice is any indication, this kind of a competition can best be described in sports language as a blowout-and as an indictment of the failure of the overall?Bloomberg effort. Diane Ravitch's hearing testimony sheds light on the true nature of this far from healthy competition: "Some charters are as idealistic as the original vision, but many others now see themselves as competition for public schools. They want to take over public school space and replace public schools. They revel in stories about beating public schools, not helping them."

But as far as Bloomberg's observation that the charter competition is in some way aiding public school improvement, where's the evidence of that? Which brings us back to the point that we made last week: "So there is obviously a perception of failure at the grass roots level. Whether this is a reality or not-and studies indicate that the charter exploits are exaggerated in the aggregate-doesn't matter. And the clamoring for, "choice," is an indictment of the current system that the media did so much to tout when it was all about mayoral control."

So what's missing from all of this trumped up outrage, is a concomitant genuine outrage at the three card monte game that the Bloombergistas have played-with Rupert and Morticia acting as the audience shills-with a gullible public. It is time to bring in the forensic accountants, and Perkins and his state senate crew should hold follow up hearings on testing fraud, unmerited teacher and administrator bonuses, and a profligate expansion of an educational bureaucracy that has failed to deliver real success even with an 80% increase in its allocation.

But that might not even be necessary if what they think is going to happen next spring actually does-new school tests that expose the naked emperor's false positives. As the NY Post reports: "Criticized for having steadily dumbed down standardized tests -- and trumpeted phantom gains -- the state Education Department says students in grades 3 to 8 taking required math and English exams starting tomorrow won't pass as easily this year. "Students are going to have to know more and do more to demonstrate proficiency on the exams," said John King, senior deputy state education commissioner."

And it will be more difficult to teach to the test: "A rising number of pupils have passed in recent years as cut scores dipped so low that some kids could randomly guess enough right answers to squeak by, experts found. State Board of Regents Chancellor Merryl Tisch and Education Commissioner David Steiner "are committed to ending the annual debate about whether our state tests have become harder or easier," King told The Post. "Doing that will require us to ensure that our tests become both less predictable and more comprehensive in terms of the number of items they test."

But, once the test fraud is exposed will it finally become clear that, as far as NYC's master of the house is concerned, "there's not much there?" Here's the Post's observation: "The sliding standards weren't revealed when Mayor Bloomberg touted dramatic spikes in state scores as a triumph of his stewardship. But the lid was blown off when federal officials found reading and math scores for New York students had remained flat on a national benchmark exam since 2007, while their scores on the state tests skyrocketed over the same period."

Education Secretary Arne Duncan, cited in Sol Stern's upcoming City Journal article, makes this telling point: ?We have to stop lying to children,? education secretary Arne Duncan said recently at a meeting of the National Governors Association (NGA).?We have to look them in the eye and tell them the truth at every stage of their educational trajectory.?

If Mike Bloomberg really wants to advance the interests of NYC school kids, he can begin by laying off the glass house?ad hominen attacks on Bill Perkins; and he can follow Duncan's advice by starting to?tell the truth-to those with an actual stake in public education-about how all of his extra funding and top down control of the educational bureaucracy has yielded a truly lackluster result. Don't expect this anytime soon, because mea culpas are conspicuously absent in the Bloomberg personality profile.

Congo rebels indefinitely delay exit from Goma

GOMA, Congo (AP) ? Rebels who are believed to be backed by Rwanda once again postponed their departure from Congo's key eastern city of Goma on Friday, defying an international ultimatum for the second time.

The delay raises the possibility that the M23 rebels don't intend to leave the city they seized last week, giving credence to a U.N. expert report that says neighboring Rwanda is using the rebels as a proxy to annex territory in mineral-rich eastern Congo.

An M23 spokesman said Friday morning that for "logistical reasons" the rebels needed 48 more hours to complete their withdrawal, promising that the fighters would leave Goma by Sunday.

Later in the day, the rebels attempted to force their way into Goma's international airport to seize arms belonging to the Congolese military that were being safeguarded there. Although the city fell to the rebels last week, U.N. peacekeepers regained control of the airport and blocked the fighters from entering Friday.

"The (U.N.) is blocking us. They are not letting us organize ourselves logistically, and letting us reach our ammunitions at the airport. This could change everything. We will not leave until this is solved," said M23 Gen. Sultani Makenga.

A regional bloc representing the nations bordering Congo had issued a Friday deadline for the M23 fighters to retreat, after the rebels had thumbed their nose at an earlier ultimatum.

"We are not blocking them from leaving Goma, that is absolutely not true," said Madnodje Mounoubai, spokesman for the U.N. peacekeeping mission. "(They) want access to the arms that belong to the FARDC (the Congolese army) stored at the airport. This is something that we will not allow."

Congo, an enormous, sprawling Central African nation, has twice been at war with its much smaller but more affluent neighbor Rwanda.

The M23 rebels are widely believed to be supported by Rwanda, which according to the U.N. report, has provided them with battalions of soldiers, arms and financing.

The eight-month-old M23 rebellion is led by fighters from a now-defunct rebel group, who agreed to lay down their arms on March 23, 2009, in return for being allowed to join the Congolese army. The rebellion began in April, when hundreds of soldiers defected from the military, saying the accord had not been respected.

In fact, most analysts believe the origin of the rebellion is a fight over Congo's vast mineral wealth, a good chunk of which is found in the North Kivu province where Goma is the capital. Starting in the spring, the rebels began seizing small towns and villages in North Kivu, culminating with the capture Nov. 20 of Goma, a population hub of 1 million and a key mineral trading post.

In a sign of how confused the situation was Friday in Goma, a barge carrying around 280 Congolese policemen arrived at the city's port on the banks of Lake Kivu. The policemen had fled when the rebels took the city, and were returning to resume control on Friday, as had been agreed in the accord signed by the rebels and regional leaders in Kampala, the capital of neighboring Uganda.

The Kampala accord called for M23 to officially hand back the city to local authorities. Because the rebels had not yet left Goma, the officers stayed on the boat.

By evening, the officers were still on the barge, waiting for orders. "We can't spend the night here," said Capt. Bradoc Aoshi.

The one positive sign was the movement of troops in the two areas that M23 captured after they took Goma.

In Sake, some 27 kilometers (18 miles) west of Goma, reporters saw a 2-kilometer (1.2-mile) long column of M23 soldiers moving out. The column of soldiers was at least 1,000-deep. They carried their weapons, including mortar launchers on their heads and rocket-propelled grenades on their backs.

In London on Friday, the British government announced that $33.7 million in general support that the U.K. was due to pay to Rwanda in December is not being disbursed due to Rwanda's role in the Congo conflict.

In Washington, the U.S. Senate unanimously passed an amendment Thursday night imposing sanctions on those providing financial, material, or technological support to M23.

"M23 has demonstrated an unconscionable disregard for human life and Congo's territorial integrity and seems determined to sink Central Africa in another deadly, devastating war that could set the region back a generation," said Sen. Chris Coons, the chairman of the Senate Foreign Relations Subcommittee on African Affairs

"The actions of M23 rebels, as well as those who aid and abet the M23, are deplorable and must be stopped immediately," he said.

UKIP beats Conservatives in by-elections

LONDON (Reuters) - An anti-EU party has polled more votes than the Conservatives in two elections for parliamentary seats, in the latest sign that Prime Minister David Cameron's party faces a threat from the right.

The UK Independence Party, or UKIP, is enjoying a surge in popularity as some right-leaning voters become disillusioned with the ruling Conservative-Liberal Democrat coalition against a backdrop of persistent economic problems.

Results showed on Friday that, as expected, the main opposition Labour Party had comfortably won the three seats, Croydon North, Middlesbrough and Rotherham, that were up for grabs in by-elections on Thursday.

But the more striking result was that UKIP came second in both Rotherham and Middlesbrough, while the two coalition parties suffered a drubbing.

"Our previous best-ever by-election result, a fortnight ago, was 14.3 percent and this one is comfortably over 20 percent," UKIP leader Nigel Farage told the BBC in Rotherham in the early hours, after the results were announced.

"Whichever way you look at it, UKIP is on the rise."

The Conservatives came fifth in Rotherham, after Labour, UKIP, the far-right BNP and the far-left Respect. The LibDems came an embarrassing eighth, behind a local clergyman running as an independent candidate.

UKIP had enjoyed a boost in support during the Rotherham by-election campaign after the Labour-run local council caused an uproar by removing children from a UKIP-supporting foster family.

The council said it took the step because the children were from an EU migrant background while UKIP had long taken a very hostile position towards the European Union, but politicians from across the spectrum condemned the council's decision.

The scandal may have contributed to UKIP's strong showing in the Rotherham by-election, but results elsewhere suggested support for UKIP was broadly on the rise.

In Middlesbrough in northeastern England, UKIP came second, the LibDems third and the Conservatives fourth. In Croydon North, a London seat, the Conservatives came second, UKIP third and the LibDems fourth.

Britain's "first-past-the-post" electoral system makes it hard for fringe parties to win parliamentary seats as they have to beat all other parties in an individual constituency. UKIP has no presence in parliament.

But many Conservatives are worried that in the next general election in 2015, UKIP could split the right-leaning vote, making it harder for Cameron's party to win seats that are tightly contested with Labour or the LibDems.

They fear UKIP may scupper Conservative chances of winning an outright majority and forming a government alone.

For the first time in a decade, the American Nuclear Society hosted a low-energy nuclear reaction session.

It took place at the ANS Winter meeting on Nov. 14 from 8:30 to noon at the Town and Country Hotel in San Diego, Calif.

I organized the session at the request of Roger Tilbrook, a past executive director of the ANS. Two experimentalists spoke with me there, Yasuhiro Iwamura and Domenico Cirillo, who have both observed clear nuclear evidence, including transmutations, isotopic abundances and neutron-burst evidence.

A theorist ? Lewis G. Larsen ? from the only group that has a potential winning LENR theory also spoke. We each presented a talk and fielded questions in an open discussion. Larsen was unable to travel there, but he presented over the phone.

In addition to Tilbrook, the audience included representatives from the Canadian government, Nuclear News, Rolls Royce Corp. (which manufactures nuclear submarines), Aerospace Corp., Westinghouse Corp., other energy companies and a few students.

The audience took the subject seriously and asked thoughtful questions. The reporter from Nuclear News asked about exact replications. I explained that exact replications are not common in the field because researchers usually apply their own ideas to the experiments. Later, I remembered that minor variances in experimental protocol increase, rather than decrease, replication confidence, according to Harry M. Collins, an expert on the topic of scientific replication. The reason, according to Collins, is that part of the expectation of the scientific method is that a valid effect should be obtainable through a variety of methods.

One person in the audience asked about a commercial LENR device that he had heard about. I explained that there was no device yet. People have claimed to have commercial LENR devices or devices that have been nearly ready for two decades.

New Energy Times maintains a list of commercial LENR companies on this Web page. Some of the companies are legitimate; others are not. Some have disappeared; others remain. The main problem with commercializing LENRs is that the science is poorly understood. No technology can be developed until the science is understood.

LENR devices likely will be small and relatively inexpensive. These characteristics often lead people to expect that companies can produce commercial devices now. However, even after the science is clearly understood, practical devices likely will require complex high technology to manufacture. Eventually, real commercial LENR devices will hit the market. Meanwhile, potential investors and fans should check facts carefully. New Energy Times has investigated several questionable science and technology claims in the field.

The nonprofit group dedicated to preserving Georgia's history is moving a big step closer to expanding its Savannah headquarters for the first time in 40 years.

The Georgia Historical Society has received a $500,000 grant from the Robert W. Woodruff Foundation that will go toward plans to renovate and move into a three-story antebellum mansion next to the society's library and archives in downtown Savannah.

The renovated space will be used for executive offices and a new education center while retaining the character of the 1856 home.

Historical society officials say more money is needed to fund the project, but the grant brings it significantly closer.

The Georgia Historical Society has been collecting, preserving and sharing documents and records chronicling the state's history for nearly 175 years.

Tight times may influence how we perceive others

ScienceDaily (Nov. 28, 2012) ? From the playground to the office, a key aspect of our social lives involves figuring out who "belongs" and who doesn't. Our biases lead us -- whether we're aware of it or not -- to favor people who belong to our own social group. Scientists theorize that these prevalent in-group biases may give us a competitive advantage against others, especially when important resources are limited.

Psychological scientist Christopher Rodeheffer and his colleagues at Texas Christian University wanted to examine whether resource scarcity might actually lead us to change our definition of who belongs to our social group. Their new research is published in Psychological Science, a journal of the Association for Psychological Science.

One way of defining an in-group is according to outward appearance. Rodeheffer and colleagues hypothesized that people exposed to situations of scarcity would narrow their definition of who "belongs" and would be less likely to categorize a racially ambiguous face as part of their racial in-group.

In their first experiment, the researchers asked 71 White college students to look at captioned pictures that depicted instances in which resources were scarce (e.g., a picture of an empty office with captions about a shortage of good jobs) or abundant (e.g., a picture of a thriving office with captions about there being plenty of good jobs).

Rodeheffer and his colleagues created a series of biracial faces by averaging one White and one Black face using a face-averaging software program. They asked the participants to look at the biracial faces and categorize each face as either Black or White.

The findings showed that students who had looked at pictures depicting scarce resources were more likely to categorize the faces as Black than students who had seen the pictures of abundant resources.

These results were confirmed in a second experiment that used a verbal priming procedure in which the students were primed to think about resource scarcity or abundance by completing analogy problems.

According to the researchers, these findings suggest that "times of economic hardship may limit the inclusiveness of people's racial in-groups."

Rodeheffer and his colleagues note that future studies should examine whether the effects of resource availability cues on racial categorization are observed for participants of other races to ensure that the results are applicable across racial groups.

Court rules Interior didn't violate judge's order

NEW ORLEANS (AP) ? The Obama administration didn't violate an order by a judge who struck down its temporary moratorium on deep water drilling after BP's 2010 oil spill in the Gulf of Mexico, a federal appeals court has ruled.

A three-judge panel from the 5th U.S. Circuit Court of Appeals on Tuesday reversed U.S. District Judge Martin Feldman's civil contempt finding against the Interior Department. The divided panel's majority opinion concludes Interior officials took steps to avoid the effect of an injunction issued by Feldman but didn't violate it.

In his February 2011 ruling, Feldman chided the department for its "dismissive conduct" after he overturned its decision to halt new permits for deep water projects and suspend drilling on 33 exploratory wells after the Deepwater Horizon rig explosion killed 11 workers and triggered the massive spill.

After Feldman overturned the government's moratorium in June 2010, the agency issued a second nearly identical suspension.

The 5th Circuit panel, however, said Feldman's injunction didn't explicitly prohibit a new moratorium, let alone one that was nearly identical to the first.

"A more broadly worded injunction that explicitly prohibited the end-run taken by Interior would have set up issues more clearly supportive of contempt," Judge Leslie Southwick wrote in the majority opinion.

The 5th Circuit threw out Feldman's award of roughly $530,000 in attorneys' fees and costs to offshore service companies that challenged the moratorium, including Hornbeck Offshore Services LLC.

Southwick said the Interior Department was carrying out a policy decision by President Barack Obama.

"The national importance of this case weakens, not strengthens, the propriety of the court's contempt finding," he wrote.

In a dissenting opinion, Judge Jennifer Walker Elrod said she believes Feldman didn't abuse his discretion in holding the Interior Department in contempt.

Walker said the majority opinion's remark that the "controversial policy decisions" at issue were "made at the highest levels of government" doesn't insulate those decisions from judicial review.

"The court's power to enforce its orders must remain intact, even in the midst of the most critical emergencies of the state," she wrote. "Simply put, the Judiciary may be the least dangerous branch, but it is not entirely toothless."
